Citi analyst Alexander Hacking believes China's crackdown on illegal aluminum smelting will drive "significant upside" for shares of Alcoa. The past week has seen announcements that would suspend 440kT or 1% of operating capacity, Hacking tells investors in a research note. He has a Buy rating on the shares with a $45 price target.
