Sandler O'Neill analyst John Barnidge downgraded American Equity to Hold following the Department of Labor fiduciary standards final rule. The analyst sees the potential dislocation to the fixed index annuity market from the ruling impacting American Equity and lowered his price target on shares to $15 from $20.
