Citi analyst Faisel Khan upgraded Alon USA Partners to Buy citing his more bullish stance on Refiners. Near-term weakness is priced into the shares while the Environmental Protection Agency release of its 2017 Renewable Volume Obligations on November 30 should serve as a "major catalyst" for the group, Khan tells investors in a research note. He keeps an $11.50 price target for shares of Alon USA Partners.
