OTR Global's view on the Railcar manufacturing sector has changed to Negative from Mixed. The firm said slumping oil prices and rail demand is pressuring lease prices lower, offsetting any expected uptick in demand for tankers following the DOT ruling, resuling in fleets to deferring deliveries.
