BofA/Merrill analyst Steven Valiquette upgraded Cerner to Neutral and raised its price target to $66 from $56 following survey work that indicates the slowdown in hospital spending may not be as severe or as long as previously expected. The analyst now expects total HCIT spending down 3% versus down 6% previously and its negative thesis on Cerner is largely played out. Further, Valiquette expects Cerner to win part of the U.S. Department of Veterans Affairs contract, expected by July, following the Department of Defense consortium win.
