Jefferies analyst George Notter raised his price target for Ciena to $27 saying the company's July quarter reinforced his thesis that the company's North American business would rebound following several quarters of poor spending from customers. The analyst continues to like the stock's risk/reward and he keeps a Buy rating on the name.
