Evercore ISI upgraded J.C. Penney to Hold with an $8 price target given the recent pullback in shares. The firm views risk/reward as balanced and said the company continues to make progress in merchandising and the expiration of the lock-up on the term loan provides increased flexibility to change the capital structure.
