Citi analyst Paul Lejuez lowered his price target for J.C. Penney to $6.50 saying Q4 was a "tough" quarter while FY17 "seems to be starting out weak." The analyst thinks Penny's guidance could be "difficult to achieve." He keeps a Neutral rating on the shares.
