Morgan Stanley analyst Ricky Goldwasser assumed coverage on Allscripts and downgraded shares to Underweight from Overweight and lowered its price target to $10 from $16. The analyst believes potential changes to ACA will result in a slowdown in hospital spending until there is clarity, resulting in slower decision and undertaking of new healthcare IT projects. Goldwasser believes Allscripts could establish a new guidance range of 1%-5% on the Q4 conference call.
