Jefferies analyst Seth Rosenfeld upgraded ArcelorMittal to Hold from Underperform with a $4.50 price target. The company's plans for an additional $4B in new capital through a rights issue and asset sale should "provide runway to withstand challenging years to come," Rosenfeld tells investors in a research note.
