Citi analyst Heath Jansen upgraded ArcelorMittal to Buy saying the company would be a winner if the European Union introduced anti-dumping tariffs on hot rolled coil. The tariffs, if assessed, would erect barriers covering 85% of flat steel imports when combined with the other tariffs, Jansen tells investors in a research note. He raised his price target for the shares to EUR 5.40 from EUR 5.00.
