Goldman analyst Waqar Syed upgraded Noble Corp (NE) to Neutral and maintained its $4 price target due to relative underperformance, especially versus Diamond Offshore (DO) which was downgraded to Sell. Further, the analyst said Noble's EBITDA has already corrected sharply and sees lower declines versus peers in 2017-2020.
