Citi analyst Ryan Levine upgraded NuStar Energy to Buy saying the company is well positioned for growth given its asset locations. The analyst highlights increased Mexican refined product demand and downside risk protection due to NuStar's contracts and strategic assets. He raised his price target for the shares to $52 from $51.
