Piper Jaffray analyst James Fish downgraded NetScout Systems to Neutral from Overweight and lowered his price target for the shares to $30 from $31. Following the company's preannounced revenue miss, the analyst believes the stock lacks a near-term visible catalyst. Additionally, the 4G spending environment will likely be weak through 2019, and 5G spending will not act as a tailwind until 2020, Fish tells investors in a research note partially titled "In the Penalty Box until the 5G Cycle." The analyst also has other concerns, including around rising netcomm competition, share losses at Arbor, and a "no-win" scenario for fiscal 2020 guidance.
