Citigroup deemed shares of Ocwen a high risk and lowered its price target for the stock to $9 from $10 after the company received a deficiency letter from the NYSE. Citi says Ocwen's failure to file its annual report indicates the level of complexity of issues the company is dealing with. The firm expects shares to remain volatile and keeps a Neutral rating on the name.
