Citi added PBF Energy (PBF) to its Focus List and raised its price target for shares to $39 from $33. The firm removed Valero (VLO) after having it on the list for the year but keeps a Buy rating on the name with an increased price target for $74. Citi believes the market is underappreciating PBF's position in the Northeast and feels expectations are low for the company's proposed acquisition of the Chalmette refinery.
