Raymond James analyst Pavel Molchanov upgraded Petrobras to Market Perform following the release of the 2017-2021 Business Plan yesterday. The analyst said 2017 guidance was worse than expected and 2021 guidance is too aggressive, but the bar has been set low and there isn't much room for near-term disappointment.
