Citi analyst Scott Gruber upgraded Transocean to Neutral and raised its price target to $11 saying the company has exceeded cost reductions while the backlog remains superior to peers. The analyst sees less downside to consensus estimates in 2018 and notes the company was able to issue debt and lower bond yields.
