Citi analyst Faisel Khan upgraded Tesoro (TSO) to Buy saying the shares are trading at a significant discount to net asset value. The analyst believes sentiment for the Refiners group is bottoming. He has a $92 price target for the shares. Khan points out that PBF Energy (PBF) remains his top pick in the space. He lowered his price target for the shares to $39 from $49.
