Cowen believes the current valuation of Tesoro is low and is setting up a good entry point in the shares ahead of its mid-June Torrance refinery re-start. The firm said the refineries are currently being carried at zero value, which is unsustainably low. Cowen reiterated its Outperform rating and $120 price target on Tesoro shares.
