Goldman analyst Neil Mehta upgraded Tesoro to Buy given a more constructive outlook for the California refining market, underappreciated value in non-refining assets, including retail and midstream businesses, limited risk from higher INs and lower Brent-WTI, and attractive valuation. The analyst raised his price target on Tesoro shares to $100 from $96.
