Scotia Howard Weil analyst Blake Fernandez upgraded Tesoro to Outperform and lowered its price target to $93 from $105. The analyst views the recent pullback in shares as a buying opportunity and said the Dakota/Prairie acquisition offers an attractive ROR opportunity and integration with Mandan.
