The poll also found that fewer Americans trust Facebook than other tech companies that gather user data, such as Apple (AAPL), Google (GOOGL, GOOG), Amazon (AMZN), or Microsoft (MSFT), the report added. 2. Tesla (TSLA) has been instructed to "slow down" on car deliveries in Norway this quarter, CEO Elon Musk said, in response to woes it has experienced delivering vehicles, according to CNBC. 3. In its cover story titled "Facebook Comes Under Siege," Barron's said Facebook shares may be more tempting to investors following last week's 14% decline. With more than 2B users, however, Facebook is "almost certain" to not walk away unscathed as the top target for privacy concerns, Jon Swartz wrote. Nonetheless, with nearly $42B in cash and investments, Facebook has the flexibility to diversify into other business lines, as it did with Instagram and WhatsApp, Swartz added. 4. RBC Capital analyst Mark Mahaney keeps his Outperform rating and $250 price target on Facebook amid the pullback in the stock, saying he would recommend buying into the weakness while maintaining that the company is still the "Best Growth Story in Tech". Celgene (CELG) downgraded to Hold from Buy at SunTrust by analyst Yatin Suneja after the company received a refusal to file letter from the FDA on ozanimod for relapsing forms of multiple sclerosis. Suneja said that following pipeline setbacks in late 2017, ozanimod was central to his "bull thesis to re-accelerate growth" and provide "much needed diversification away from myeloma." Facebook, Twitter MAUs could drop on European regulation, says Barclays
Barclays analyst Ross Sandler says his recent checks indicate Europe's General Data Protection Regulation could be "slightly more problematic than Facebook (FB) implied in recent commentary." The analyst sees risk that reported monthly active users could drop off for Facebook and Twitter (TWTR) starting in late Q2. Morgan Stanley answers 'top 4 investor questions' about Facebook
Morgan Stanley analyst Brian Nowak identified the top four questions he's heard from Facebook investors and outlined his answers in a new note. Addressing "What should Facebook do?", Nowak's take is that the company should become more assertive about the mistakes it has made and how it intends to fix them. On the question of "regulatory risk," he does believe the Cambridge Analytica news has increased Facebook's risk, which he contends only furthers the impetus to begin to take control of the public message, self-regulate and improve safeguards. On the question of "fundamental risk," Nowak said he does not see a fundamental risk to revenue or EPS as of now and he is not changing his FY18 and FY19 forecasts, though he adds that the "drumbeat of negative news and headlines" increases the risk that there is some user backlash and an "eventual" advertiser backlash. Stifel finds Oracle results 'concerning,' downgrades shares to Hold
Stifel analyst Brad Reback downgraded Oracle (ORCL) to Hold from Buy following last night's Q3 earnings report. The company's sales results were again "mixed" with cloud revenue near the lower end of constant currency guidance, Reback tells investors in a research note partially titled "Where's The Beef?" He notes Oracle's Q4 cloud and total revenue guidance missed consensus expectations. The analyst finds the results and outlook "concerning," especially when considering the strong results posted by peers like Microsoft (MSFT), Salesforce (CRM) and Adobe (ADBE). Reback has a $53 price target for Oracle shares. The stock in premarket trading is down 8% to $47.70.

Jefferies sees 'minor red flags' in Tesla annual filing, ups target to $250
Tesla's annual filing contains "minor red flags," Jefferies analyst Philippe Houchois tells investors in a research note. Purchase obligations of $2.7B imply fiscal year production in the 250,000-400,000 range, leaving "limited room for error," Houchois writes. His production estimate for the year is 273,000 units. Further, the analyst believes Tesla's lease accounting change helps profit but may understate liabilities by removing $3B of resale value guarantee from accounts but not the economic risk. Stopping Model 3 production for a week to reduce bottlenecks should have improved the odds of posting close to a 2,500 vehicle per week run-rate by Q1 end, the analyst adds. He assumes Q1 deliveries of 35,000, including 10,000 Model 3s and 13% gross margin. Houchois raised his price target for Tesla shares to $250 from $240 and keeps an Underperform rating on the stock.

Tesla Model 3 deliveries continue to ramp slowly says KeyBanc
KeyBanc analyst Brad Erickson spoke to 25 Tesla sales centers regarding S/X demand and Model 3 deliveries in light of the recent backlog increase. Regarding why S/X backlog has increased to three months versus the historical six-to-eight week norm, the analyst says he "detected evident salesperson confusion in responses." He thinks this does not bode well from a longer-term demand perspective. Model 3 deliveries continue to ramp slowly and an initial evaluation and interviews with the Model 3 secondary market doesn't bode well for a post-tax subsidy world, Erickson tells investors in a research note titled "Confusion Often Means There's No Confusion." Sentiment on Tesla shares is "muted at the moment but the overall demand commentary remains too mixed for our taste," the analyst adds. He keeps a Sector Weight rating on Tesla.

Baird analyst Ben Kallo noted the media reports indicating Tesla shareholders voted to approve Elon Musk's compensation plan, which he believes will be viewed favorably by investors as the plan should ensure Musk's continued leadership of the electric carmaker. He also views the long-term adjusted EBITDA and revenue targets outlined in the arrangement favorably, added Kallo, who remains a buyer of Tesla shares at current levels. He keeps his Outperform rating and $411 price target on the stock.

Tesla price target lowered to $347 from $367 at Citi
Citi analyst Itay Michael lowered his price target for Tesla to $347 following the company's annual filing and Q4 results. To reflect the previously announced slower Model 3 ramp and other updated inputs, the analyst lowered his 2018-2020 earnings per share estimates to ($8.32), $4.89 and $12.30 from ($1.22), $5.07 and $14.21. Michael models a $1B free cash flow burn this year "aided to some extent by working capital as the Model 3 ramps." He believes Tesla shares "could stay fairly range bound" until the April production update. The analyst keeps a Neutral rating on the stock.
