As previously reported, Morgan Stanley analyst James Faucette upgraded Qualcomm (QCOM) to Overweight from Equal Weight, citing his view that the market has "not yet fully appreciated" the impact of the company's settlement with Apple (AAPL), which he thinks not only increases earnings substantially while also expanding the freedom with which Qualcomm can pursue new opportunities. Devon Energy (DVN) upgraded to Overweight from Neutral at Piper Jaffray with analyst Ryan Todd saying he sees a "high-quality onshore portfolio driving upper-quartile debt-adjusted cash flow growth and active disposal program as offering support for free cash flow momentum into 2019" and beyond. 3. HCP (HCP) upgraded to Overweight from Neutral at Cantor Fitzgerald with analyst Joseph France saying after years of restructuring and strengthening its financials, HCP is now well positioned in each of its major businesses, particularly life science and medical office. 4. SAIC (SAIC) upgraded to Buy from Hold at Drexel Hamilton. 5. Cameco (CCJ) upgraded to Sector Perform from Underperform at Scotiabank with analyst Orest Wowkodaw saying the Tax Court of Canada ruling was "very favorable," appears to effectively end the company's long-standing tax dispute and represents the best possible outcome for the company. Cameco upgraded to Sector Perform from Underperform at Scotiabank
Scotiabank analyst Orest Wowkodaw upgraded Cameco to Sector Perform from Underperform stating that the Tax Court of Canada ruling was "very favorable," appears to effectively end the company's long-standing tax dispute and represents the best possible outcome for the company. He increased his multiples to reflect the removal of the significant CRA overhang and raised his price target on Cameco shares to C$15 from C$12.

BofA/Merrill analyst Lawson Winder upgraded Cameco to Buy from Underperform and raised its price target to C$20 from C$15.50 citing a rapidly improving uranium outlook. BofA/Merrill's commodity team increased its uranium price forecast for 2019 to $33.50, up 22%, and 2020 to $37.50, up 32% driven by a substantially improved supply/demand outlook.
