About 7,000 Model 3s made at Tesla's Shanghai gigafactory are set for arrival in Belgium at the end of next month, with planned deliveries to many countries including Germany, France, Italy, the Netherlands, Portugal, Switzerland, and Sweden, CNBC's Evelyn Cheng reports, citing state-backed news outlet The Paper. CEO Elon Musk said last week that Model 3 production capacity for the Shanghai factory, which opened one year ago, has now reached 250,000 units a year. Reference Link

Commenting on the reported 50K China Tesla car recall, GLJ Research analyst Gordon Johnson says he thinks "the entire China initiative for TSLA is falling apart." The analyst argues that Elon Musk made promises "it seems he will not be able to keep to the Chinese government." "What's important about the recall isn't its impressive size, it's that it is happening at all," Johnson adds, noting that it is "a 100% elective action by China." The analyst believes this "is a big deal," and likely why despite $6B more in cash in Q3 versus Q2, Tesla's interest income was down 25% quarter-over-quarter.

Federal regulators are watching the launch of Tesla's "Full Self-Driving" experiment, as the car maker this week started beta testing the latest advanced driver assist software with a select group of customers, The Verge's Andrew J. Hawkins reports. The U.S. National Highway Traffic Safety Administration said it plans to "monitor the new technology closely and will not hesitate to take action to protect the public against unreasonable risks to safety," Hawkins says. "As we have stated consistently, no vehicle available for purchase today is capable of driving itself," NHTSA said. "The most advanced vehicle technologies available for purchase today provide driver assistance and require a fully attentive human driver at all times performing the driving task and monitoring the surrounding environment. Abusing these technologies is, at a minimum, distracted driving. Every State in the Nation holds the driver responsible for the safe operation of the vehicle." Reference Link

Morgan Stanley analyst Adam Jonas raised the firm's price target on Tesla to $360 from $333 after the company reported stronger than expected profit and cash flow in the third quarter. His price target hike is a driven by a combination of higher near term forecasts, a higher2030 volume assumption and his view of the company's "continued access to cheap incremental equity capital," Jonas noted. Tesla is recalling approximately 30,000 imported Model S and Model X vehicles in China due to suspension defects, Bloomberg News reported, citing a statement by China's State Administration for Market Regulation. The company is recalling vehicles made between September 17, 2013 and January 15, 2018.
