As previously reported, Morgan Stanley analyst Keith Weiss upgraded Oracle to Overweight from Equal Weight, arguing that its current low valuation with cloud expectations diminished following its last three earnings reports presents "a tactical opportunity for old fashioned earnings growth to drive the shares higher." As five reasons to be long, Weiss points to: the database cycle being in "full swing"; expectations being reset for its SaaS applications; the fact that Oracle's effective tax rate is likely coming down; the positive impact of repatriation; and its current valuation looks inexpensive compared to the stock's historical ranges. Weiss raised his price target on Oracle shares to $57 from $50.
