FERC approves two new LNG export projects

The Federal Energy Regulatory Commission approved the Driftwood LNG and Pipeline projects, and the Port Arthur LNG and Pipeline projects. The Driftwood LNG Project is proposed by Driftwood LNG LLC. Today's order for the Driftwood LNG Project authorizes the siting, construction and operation of liquefaction facilities that would export an estimated 27.6M metric tons of liquefied natural gas per year. The LNG facilities would be located in Calcasieu Parish, La. The Driftwood Pipeline Project, proposed by Driftwood Pipeline LLC, consists of 96 miles of mainline pipeline, 3.4 miles of lateral pipeline, 15 new meter stations and three new compressor stations to transport up to 3.9B cubic feet of natural gas per day to feed the LNG facilities. The Commission also approved the siting, construction and operation of the Port Arthur Liquefaction Project proposed by Port Arthur LNG, LLC, PALNG Common Facilities Company, LLC, and Port Arthur Pipeline, LLC. The Port Arthur Liquefaction Project would have a total production capacity of an estimated 13.5M metric tons per year and would be located at the site of a previously approved but unbuilt import terminal proposed by Port Arthur LNG in the vicinity of Port Arthur, Texas. As previously reported, Morgan Stanley analyst Devin McDermott initiated Chevron (CVX) with an Overweight rating and $146 price target and started Exxon Mobil (XOM) with an Equal Weight rating and $84 price target as he began coverage of the U.S. Integrated Oil space with an In-Line industry view. While Exxon and Chevron generated a combined $35B in organic free cash flow in 2018, McDermott contends that "the cash flow profile should diverge for these two companies" from here as Chevron focuses on measured spending and strong free cash flow while Exxon pursues an "aggressive" countercyclical growth strategy. Exxon's strategy could pay off in the long term, if properly executed, but "cash flow drives stock performance in Big Oil," McDermott tells investors.

Chevron shares should be bought on Anadarko deal weakness, says Morgan Stanley
Morgan Stanley analyst Devin McDermott said he believes that Chevron's (CVX) agreement to acquire Anadarko (APC) is a "win-win for shareholders of both companies" given what he views as "clear strategic benefits and attractive accretion." Chevron was able to acquire the company "that offers the best strategic fit at what could prove to be the best relative valuation" ahead of what could be the start of a broader round of consolidation, contends McDermott, who recommends being a buyer of Chevron shares on the weakness seen after the deal was announced. In terms of who may be next, McDermott said he thinks Pioneer Natural (PXD), Concho Resources (CXO) and Parsley Energy (PE) could be potential targets for other oil majors.

As previously reported, RBC Capital analyst Scott Hanold downgraded Anadarko (APC) to Sector Perform and kept his $65 price target following the company's acquisition by Chevron (CVX). The analyst says he does not expect competing bids to emerge and believes that shareholders will accept the offer. Hanold adds that the deal came out from the "meaningful discount" for Anadarko shares related to the "combination of concern over political-driven changes in Colorado that could impact long-term development in the DJ Basin and the capital outlay required for the Mozambique LNG project upon sanction."

RBC Capital analyst Biraj Bokhataria believes integrated oil and gas companies "could generate more free cash flow over the next few years than at any point over the last decade," but said the market continues to value them at a historical discount due to skepticism around the sharp drop in capex. Growing confidence in the outlook for reserves could lead to greater credibility in organic free cash flow, said Bokhataria, who sees stable to improving reserve life trends at BP (BP), Chevron (CVX), Eni (E), and Galp (GLPEY). Royal Dutch Shell (RDS.A) and Repsol (REPYY) screen as the weakest in his analysis, noted Bokhataria who downgraded Royal Dutch Shell to Sector Perform from Outperform following the reserves analysis. The analyst also said that, at today's share price, he thinks Shell needs at least another $30B in buybacks in order to reduce its dividend burden to a sustainable level and that buyback need could limit its options to high-grade its portfolio.
